The 2014 U.S. farm bill legalizes research of industrial hemp in states that already legalized hemp cultivation.

California is one of these states with hemp legislation. The farm bill has authorized the California hemp Act from 2013 to the extent that it permits institutions of higher education and the California Department of Food and Agriculture to grow and cultivate industrial hemp, for the purposes of agricultural or academic research, in compliance with the federal definition of industrial hemp.

A few Universities in California have shown interest in starting hemp research projects. Currently they are investigating reseacrh opportunities, funding as well as rules & regulations to obtain seeds and planting a first crop.
